Measure H will cost millions to implement, draining local revenues away from fire protection, parks and other essential services.
This measure puts too much power in the hands of a new Rental Housing Board whose members would be appointed and paid up to $41,000 per year - nearly twice the salary of the City Council and higher than the salary of the Mayor.
Impartial reviews found no provision for independent oversight and accountability. It's a Blank Check.
According to Independent Reviews, the Board establishes by Measure H will operate with "no oversight" by the City Council, City Manager, or City Attorney. The Board gets to set its own budget, hired dozens of attorneys and other staff, and initiate lawsuits.
Measure H will makes no distinction between local Pasadena "Mom and Pop" landlords and big, out of town corporations.
Local "mom and pop" landlords who rent out their family home will be regulated like big, out-of-town corporate apartment owners and have to go through a costly, time-consuming process to evict a dangerous tenant from their home.
